RCCO Heirs Property & Homeownership Initiative

Riverview Collective Community Organization (RCCO) is actively working to address
heirs property challenges while expanding pathways to stable homeownership and long-
term financial empowerment across North Jacksonville and the river corridor
communities. This work is strengthened through partnership with LISC Jacksonville,
First Coast Association of Realtist (FCAR), and other community, housing, and legal
support organizations committed to equitable development and neighborhood
stabilization.
Heirs property—land passed down informally through generations without clear or
legally updated title—has created significant barriers for many families, limiting access
to home improvement loans, insurance, refinancing opportunities, and the ability to fully
leverage property as a source of generational wealth. RCCO’s initiative focuses on
helping families resolve these issues by connecting them with legal resources, title
clarification support, and trusted partners who specialize in estate planning, probate
navigation, and property resolution.

Through its partnerships with LISC Jacksonville and FCAR, RCCO is able to strengthen
this work by aligning housing stability, real estate expertise, and community investment
strategies. These collaborations help ensure that heirs property solutions not only
resolve legal barriers, but also support long-term homeownership retention, responsible
development, and equitable neighborhood revitalization along the river corridor.

At the same time, RCCO is advancing a broader homeownership and financial
literacy strategy designed to build economic resilience for residents. This includes
education on credit building, budgeting, mortgage readiness, understanding property
taxes, and pathways to first-time homeownership. By equipping families with practical
financial knowledge, RCCO helps residents move from property uncertainty into long-
term ownership stability and wealth creation.

Through workshops, community forums, and one-on-one guidance, RCCO provides
tools for residents to better understand probate processes, estate planning basics, and
the steps needed to clear or transfer title. These efforts not only protect existing family
land but also open doors for future generations to build and sustain homeownership.

This work is closely tied to RCCO’s broader community revitalization mission along the
Trout River and surrounding neighborhoods. Strengthening homeownership stability
helps prevent displacement, preserves cultural heritage, and ensures long-time

residents can fully participate in the economic growth and revitalization of their
community.
